Windows 10, although it has it's annoying quirks (and believe me i've been presented with most of them) it's better than any other Windows OS.

Installing Windows 10 from scratch is not the only solution, you've just not tried hard enough, it is however recommended, i almost never give a client a PC with a pre-installed OEM image as it's full of crap. It's worked for me, and it's helped me out on another couple of instances (including PCs with multiple users from both domain and workgroup enviroments) Just because it didn't work for you doesn't mean it's won't work for anyone else.

It's just more examples of why Windows 10 is not fit for business, yet we are being forced to deploy it anyway. While it's really unfortunate to have to do this, the ONLY full solution I've found so far is to nuke the machine and reload Win10 from scratch - NOT using an OEM image. I've not been able to find a way to FULLY uninstall any of these garbage OEM included Apps, only the per-user instance. New user logs in - the evil pre-installed version is back. When you uninstall an "App" - in this case the Office Desktop Apps, it only uninstalls the instance from the user you run the uninstall for. None of these "answers" solve the problem.
